Add the diced onion, minced garlic, and bell pepper to the skillet. Cook for an additional 5 minutes or until the vegetables are soft.
Stir in the frozen mixed vegetables, dairy-free cream, dried thyme, paprika, salt, and pepper. Mix thoroughly until well combined and heated through.
Transfer the mixture into a 9x13 inch baking dish, spreading it evenly across the bottom.
Arrange the gluten-free tater tots on top of the meat and vegetable mixture in a single layer.
Bake in the preheated oven for 30-35 minutes, or until the tater tots are golden brown and crispy.
Remove from the oven and let it sit for a few minutes before serving.
