Preheat your oven to 400°F (200°C). Line a baking tray with parchment paper.
In a mixing bowl, combine the ground beef, breadcrumbs, grated Parmesan, egg, garlic powder, onion powder, oregano, salt, and pepper. Mix well until fully combined.
Form the mixture into meatballs, about 1 inch in diameter, and place them on the prepared baking tray.
Bake the meatballs in the preheated oven for 15-20 minutes or until they are cooked through and golden brown.
While the meatballs are baking, cook the pasta according to the package instructions in a large pot of boiling salted water. Drain and set aside.
In a skillet, heat the olive oil over medium heat. Add the butter and let it melt. Then add the minced garlic and red pepper flakes (if using). Sauté for 1-2 minutes until fragrant.
Pour in the heavy cream, stirring to combine, and bring it to a gentle simmer. Add the grated Parmesan cheese and keep stirring until the cheese is melted and the sauce is creamy. Season with salt and pepper to taste.
Add the cooked pasta to the skillet and toss it in the creamy sauce until well coated.
Remove the meatballs from the oven and add them to the pasta. Gently mix everything together.
Serve hot, garnished with chopped parsley.
